Today we're opening Moonlit Connect, the access layer for the Moonlit Data Layer. Connect ships in two modes: a Data API for teams building legal AI products and an MCP server for legal teams using Claude or any MCP-compatible client.
What is Moonlit Connect
Moonlit Connect is the access layer that delivers the Moonlit Data Layer to any AI product or workflow. The Data Layer covers 30 European jurisdictions, 110+ portals, 1000+ sources, 15M+ documents and 32M+ references. GDPR alone has 32,000+ incoming references in the reference graph.
Public legal data forms the base. The Moonlit value add sits on top: normalised structure across jurisdictions, the reference graph that connects rules to every place they're cited, version history through every amendment and enrichments delivered by three streams running in parallel (automated extraction, validated user contributions and in-house expert review).
That depth is the moat. Scraping 30 jurisdictions yourself takes time and a single-country provider stops at the border. Connect gives any AI the full European picture from day one.
Two access modes: Data API and MCP server
Connect has two access modes that share the same Data Layer. Pick the one that fits how your team actually works.
Moonlit Data API: For engineering teams building legal AI products. You query the Data Layer through a structured REST interface with consistent schemas across all 28 jurisdictions, so you don't write 30 different parsers and you don't lose half your runtime reconciling formats. Responses are version-aware, which matters when your AI is reasoning about a rule that was amended three times in two years. The reference graph is exposed as first-class objects rather than buried in metadata, so you can pull every inbound or outbound citation for any article in a single call. Why the reference graph matters
The Moonlit reference graph is the network of 32M+ citations between statutes, regulations and case law across 30 European jurisdictions. Statute citations are the structure of how law works. When a regulation points to another regulation, that link is load-bearing for any AI reasoning over the source. The graph lets models trace why a rule says what it says, follow amendments across years and surface every place a particular article gets invoked. GDPR Article 6 alone has thousands of inbound references.

For builders, this is the difference between an AI that paraphrases a single document and one that reasons across the legal system that document sits inside.
